Most recently serving as town manager of Monument, Colorado, Chris Lowe guided diverse operations within a with 7,000 resident municipality. Among the issues Chris Lowe successfully resolved was setting in place a new rate structure for an insolvent water utility that had not raised prices for nearly two decades.

He also forged a public private partnership that enabled construction of a water line in tandem with Monument’s storm water system. This work generated savings of $190,000.

Before working in Colorado, Mr. Lowe was a city administrator in Baldwin City, Kansas, where he was responsible for managing electric, water, wastewater, and solid waste. The town benefited from strong financial management, which allowed it to survive an economic downturn with services intact. From 2011 he oversaw a turnaround in the general fund balance from being in the red to a $500,000 surplus. He also spearheaded refinancing of all municipal bonds, which saved Baldwin City $3 million in debt payments.

Respected in his field, Mr. Lowe presented on the topic “The Future of Municipal Public Power in a World of Investor Owned Utilities” at the yearly Kansas Municipal Utilities conference.
