Based in Phoenix, Colleen Connor provides representation to a wide range of government departments as Maricopa County Attorney’s Office practice group leader. Her experience extends to the late 1990s, when she served as assistant attorney general. Colleen Connor counseled the Arizona Secretary of State's Office on issues such as campaign finance enforcement and election law, and was also active on ballot measure litigation.
Ms. Connor subsequently took on a role as Citizens' Clean Elections Commission executive director and spent five years administering and managing a new publicly funded campaign finance system. Among her achievements was working with media and community organizations in hosting candidate debates. She also ensured that candidate statement pamphlets were mailed to each household and oversaw legal issues related to campaign finance enforcement.
Ms. Connor joined the Maricopa County Attorney’s Office in 2005 and initially engaged as lead attorney for the Maricopa County Recorder, County Elections Department, and Maricopa County School Superintendent. She represented county recorders and boards of supervisors across 13 counties in a federal lawsuit, Arizona v. Inter Tribal Council of Arizona, Inc., that spanned seven years and ended with a U.S. Supreme Court decision.
