An Atlanta, Georgia-based contract management professional with more than a decade of relevant experience, Frederick Toca Jr. most recently served as director of contract administration in the Department of Public Works at the City of Atlanta. He served four years in this capacity, during which time he executed over 250 contracts through all phases of the solicitation process. In addition, Frederick Toca Jr. was senior contract administrator and senior policy advisor to the City of Atlanta's parking program. In this role, he collaborated with other parties to bring the city's off-street parking in-house and contributed to the design of a new permitting system for residential and commercial loading zones.
Early in his tenure at the City of Atlanta, Frederick Toca Jr. was contract administrator for the $250 million Renew Atlanta Bond Program. Before working in a municipal setting, he worked as an independent toxic tort research and writing consultant and prepared expert witness testimony for trials and depositions on behalf of clients like Ford Motor Co., Beldin Wire, and John Crane.
Mr. Toca Jr. holds a juris doctor degree from the University of Michigan and a bachelor's degree in political science from Xavier University, where he was student government president and member of Alpha Phi Alpha Fraternity, Inc.. Beyond his professional endeavors, he enjoys traveling with his family, reading, working to serve the community (including his design of a 3 pronged attack on Hunger in the Atlanta, GA area and a Mission trips to Haiti) and running.
