Omer Rains, both in and out of public office, has long had an established presence in both California and on the national political scene, having served three terms in the California Senate and having also served as Co-Chair of a successful Presidential campaign. Rains also held chairperson responsibilities with the Senate’s Committee on Political Reform and the Senate Judiciary Committee. In addition, he chaired the Senate Majority Caucus, the youngest in Senate history to serve in that role.

During his years in elected office, Mr. Rains was responsible for legislative activity that furthered the development of renewable energy projects, such as wind, solar and geothermal. He also led the successful effort to get container deposit legislation (euphemistically call the "Bottle Bill") passed. His efforts extended further to ending practices of destructive strip mining in California’s national and state forests, and he authored or co-authored legislation necessary to establish Redwood National Park, as well as Channel Islands National Park.

Beyond the political realm, Mr. Rains helped launch The Marshall Plan Venture Capital Fund, LP, in the early 2000s. Over the years, this investment vehicle focused on sustainable activities in developing regions where securing financial support can present insurmountable challenges and obstacles. One of his passions is successfully working in tandem with international organizations to secure funding focused on helping indigenous communities, especially ethnic minorities..
